China EV Customs Clearance Guide: Documents Needed to Import Toyota bZ3X in 2026

From 1 January 2026 China requires an export licence for pure electric passenger cars. Here is the full document set for a Toyota bZ3X shipment, from the China side to destination customs.

Short answer: to import a Toyota bZ3X from China in 2026 you need an export-side set (export licence, commercial invoice, packing list, export customs declaration, bill of lading, certificate of origin and battery dangerous-goods papers) and an import-side set defined by your country. The big change this year is the export licence: since 1 January 2026, pure electric passenger cars such as the bZ3X can only leave China under a licence.

This guide covers what each document does, who issues it and what to check before you pay. It is general guidance, not legal advice; confirm destination rules with a licensed customs broker.

What changed for China EV exports in 2026?

China now applies export licence management to pure electric passenger vehicles. The rule comes from a joint announcement by the Ministry of Commerce (MOFCOM), the Ministry of Industry and Information Technology, the General Administration of Customs and the State Administration for Market Regulation, Announcement No. 54 of 2025, dated 26 September 2025.

  • Effective date: 1 January 2026.
  • Scope: passenger vehicles driven only by an electric motor and identified by a VIN, under customs code 8703801090. Every bZ3X trim falls in this group.
  • Who can apply: enterprise qualifications, application steps and licence issuance follow MOFCOM's existing 2012 framework for vehicle export order.
  • Inspection: customs inspection follows the current catalogue of goods subject to compulsory inspection.

For a buyer, the practical point is simple: ask your supplier how the export licence is covered for your order and which company will appear as exporter on the customs declaration. Get that answer in writing before order confirmation.

Which documents does the China side prepare?

The exporter and its forwarder prepare seven core documents. Your bank, broker and destination customs will check that they match each other line by line.

Export-side document set for a Toyota bZ3X shipment
DocumentIssued byWhat to check
Export licence (pure electric passenger vehicle)Licensing authority, applied for by the qualified exporterCovers the vehicle and the exporter named on the declaration
Commercial invoiceExporterModel, trim, VIN, quantity, Incoterm and value match the proforma invoice
Packing listExporterVINs, weights, dimensions and container or Ro-Ro allocation
Export customs declarationFiled with China Customs by the exporter or its agentCustoms code, VINs and values match the invoice
Bill of ladingShipping line or forwarderConsignee, notify party, port of discharge and VINs
Certificate of originAuthorised issuing body in ChinaForm required by your country, for example a preferential certificate where a trade agreement applies
Dangerous goods declaration for the batteryExporter or forwarder, accepted by the carrierCorrect UN number and class for a lithium-ion battery vehicle

We add a pre-shipment inspection record with photos or video of each car, the VIN plate and the odometer. It is not a customs document, but it settles most questions at destination. Our export process page shows where each document is produced in the six-step order flow.

How is the lithium battery declared for sea freight?

The bZ3X carries a liquid-cooled LFP lithium-ion pack, so the car ships as dangerous goods in Class 9. Since 1 January 2026, vehicles powered by lithium batteries move under new UN numbers in the IMDG Code, not under the older UN 3171 entry.

The Hong Kong Marine Department summarises the change: IMDG Code amendment 42-24, adopted by IMO resolution MSC.556(108), entered into force on 1 January 2026. It adds vehicles powered by lithium or sodium-ion batteries as UN 3556 to 3558 and assigns them to Class 9. For a lithium-ion car like the bZ3X, carriers use UN 3556.

  • Use the UN number your carrier confirms at booking. Old templates that still say UN 3171 cause rejected bookings.
  • Carriers may ask for extra declarations about battery condition, such as confirmation that the car is undamaged and has no leaks.
  • Ro-Ro and container carriers apply their own acceptance rules on top of the IMDG Code. See container vs Ro-Ro options for how this affects cost.

What will destination customs ask for?

Most import authorities ask for the commercial invoice, packing list, bill of lading and certificate of origin, plus a local import declaration filed by a licensed broker. Many add a conformity or inspection scheme for vehicles.

  • Import declaration and duty payment through the national customs system.
  • Importer registration, such as a trade licence or customs code for the consignee.
  • Vehicle conformity evidence, which varies by country and may include a type approval, a certificate of conformity or a physical inspection.
  • Registration documents for road use, issued after clearance by the traffic or licensing authority.

Example: Saudi Arabia and SABER

Saudi Arabia runs product and shipment conformity through the SABER platform, supervised by the Saudi Standards, Metrology and Quality Organization (SASO). The platform includes a vehicle import track. The US International Trade Administration describes the two certificates involved:

“The SC is required for each individual shipment.”
— US International Trade Administration, Saudi Arabia requirements to certify imports

Rules for vehicles change often, so confirm the current path with a SASO-approved conformity body. Our Saudi Arabia market page covers fit and demand for the bZ3X there.

Other markets

In the UAE, clearance runs through emirate customs and vehicle conformity is a separate step. In Ghana and other African markets, check local rules on electric vehicle imports and any pre-arrival requirements with your broker. We do not state country rules we have not confirmed for your order.

How do you avoid delays at clearance?

Most delays come from mismatched data, not missing papers. One wrong VIN digit can hold a car at port.

  1. Agree the Incoterm, consignee and port of discharge on the proforma invoice.
  2. Send your broker the draft invoice and packing list before loading.
  3. Check every VIN against the inspection photos and the draft bill of lading.
  4. Confirm the battery UN number and carrier acceptance at booking.
  5. Start any destination conformity application before the vessel sails.
