FOB vs. CIF Jebel Ali: Complete Cost Breakdown of Exporting Toyota bZ3X to UAE

FOB and CIF move the same car but split costs and control differently. This breakdown shows who pays each charge on a Toyota bZ3X shipment from China to Jebel Ali, plus UAE duty and VAT.

Short answer: under FOB you pay for the Toyota bZ3X loaded on board the ship in China and then book and pay the ocean freight and insurance yourself. Under CIF Jebel Ali the seller books and pays freight and minimum insurance to Jebel Ali, but the risk still passes to you once the car is on board in China. In both cases you pay UAE import charges: customs duty of 5% on the CIF value and 5% VAT.

The right choice depends on whether you already have a forwarder with good rates on the China to UAE lane. Below is the split of every cost line, with no invented amounts: shipping fees are negotiated per order and depend on port, volume and shipping method.

What do FOB and CIF mean under Incoterms 2020?

FOB (Free On Board) and CIF (Cost, Insurance and Freight) are two of the eleven Incoterms 2020 rules published by the International Chamber of Commerce. Both are sea and inland-waterway rules, and in both the risk passes from seller to buyer when the goods are on board the vessel at the port of shipment.

  • FOB [named port of shipment]: the seller clears the car for export and delivers it on board the vessel you nominate. From that point, freight, insurance and risk are yours.
  • CIF [named port of destination]: the seller also contracts and pays the carriage to Jebel Ali and buys insurance for your benefit. Under CIF the default cover is the minimum level, Institute Cargo Clauses (C), unless you agree higher cover.
  • Neither rule covers ownership transfer, payment terms or import clearance. Payment terms are agreed on the proforma invoice.

One practical note: ICC guidance treats FOB and CIF as best suited to goods loaded directly on board, such as Ro-Ro cargo. For containers handed to the carrier at a terminal, ask your forwarder whether FCA or CIP fits your contract better.

Who pays what under FOB and CIF Jebel Ali?

The China-side costs up to loading are the seller's under both terms. The difference is the ocean leg: freight and insurance.

Ask any seller to state the Incoterm, named port and what the freight includes on the proforma invoice. 'CIF' with no port named is not a usable quote.

What UAE import charges apply to a Toyota bZ3X?

Two charges apply on top of broker and port fees: customs duty and VAT. The UAE applies the GCC common customs tariff, and the official government portal states the rate for Dubai, where Jebel Ali sits:

“In Dubai, the customs tariff is 5 per cent of the value CIF (Cost Freight Insurance) value except for alcohol and cigarettes.”
— UAE Government portal (u.ae), Customs duty and tariff

Duty is calculated on the CIF value even when you buy FOB. Customs adds the freight and insurance you paid to the FOB price, so keep the freight invoice and insurance certificate ready for your broker.

VAT is the second charge. According to the UAE Ministry of Finance, VAT was introduced on 1 January 2018 at a standard rate of 5%, and it applies to imports as well as local supplies. Your broker will confirm the taxable value and whether your company can recover the import VAT through its VAT registration with the Federal Tax Authority.

Free zone and re-export

Many buyers use Jebel Ali as a hub for re-export to Africa or other GCC markets. Goods held in a free zone are treated differently from goods entering the UAE mainland, so confirm the duty position with your broker before the vessel arrives.

Conformity and registration

Clearing customs does not mean the car can be registered. The bZ3X is a China-market car with GB/T charging, Chinese-language voice control and Amap navigation, so check UAE conformity and registration rules with your broker and licensing authority before you order. Our UAE market page and GB/T to CCS2 charging guide cover the details.

Ro-Ro or container: which suits a bZ3X shipment?

Ro-Ro usually suits larger batches of complete cars; 40ft containers suit small or mixed orders and give more protection. Both carry the car as a Class 9 lithium battery vehicle, so the battery declaration is needed either way.

EVtoU ships by car-carrier truck to port, Ro-Ro vessel and 40ft containers with lashing and two-tier loading. Mixed models in one container are accepted, and we help optimise the loading plan.

Should you buy FOB or CIF?

Choose FOB if you have a trusted forwarder and want control over carrier, schedule and insurance. Choose CIF Jebel Ali if you want one landed-at-port price from the seller and a simpler first order. For a first trial unit, CIF is usually easier; for repeat fleet volumes, FOB with your own freight contract often gives more control.

Whatever you choose, compare quotes on the same basis: same trim, same Incoterm, same named port. Trims worth comparing include the 2026 520 Pro+ and the 2026 520 Pro+ LiDAR; see the full Toyota bZ3X catalogue for every model year.
